A new paper from a national organization of environmental officials explores the relationship between pollution prevention and homeland security.

The "White Paper on Pollution Prevention and Homeland Security,” published by the National Pollution Prevention Roundtable (NPPR), explores the roles the P2 community can play in improving homeland security; and identifies specific recommendations to EPA, state agencies, industry, and other groups whose work involves homeland security.

The white paper can be found on the NPPR Web site.

The unique perspective and skills of the P2 community have not yet been incorporated into homeland security, says NPPR, which the group says could provide increased benefit and protection from terrorist attack beyond those offered by physical security measures alone. "Preventive measures, such as reducing the need to store hazardous materials, improve security for everyone," says Jeffrey Burke, NPPR executive director.

NPPR hopes that this white paper will serve as a catalyst for discussion not only within the P2 community, but also as a point of departure for policy makers, researchers, and others who are facing the very real question of how their programs impact homeland security.

NPPR is the largest membership organization in the United States devoted solely to P2. Its mission is to provide a national forum for promoting the development, implementation, and evaluation of efforts to avoid, eliminate, or reduce pollution at the source.
