A Busy Week In and Out of Washington
Two policy related milestones in the U.S. this week promise to further accelerate corporate action on climate change: First, California passed a first-of-its-kind low carbon fuel standard -- committing California to a mix of no less than 20 percent clean alternative fuels for transportation by 2020 -- that many believe will serve as the model for inevitable federal legislation to follow in the U.S.
Meanwhile, the U.S. Environmental Protection Agency formally asserted its right to regulate greenhouse gas emissions under the Clean Air Act on the basis that they "endanger public health."
The implications of these developments are clear and compelling, and each gives rise to a question for you to consider:
• Increasing capital will be poured into alternative energy sources, with capacity and improved affordability to follow -- witness Sempras Generation's expansion from 10 to 58 MW of solar in Nevada to meet expected demand. What is your strategy for taking advantage of renewables?
• Business coalitions in support of intelligent and progressive climate action will grow and gain considerable influence -- see the stories on BICEP and the Book Industry Environmental Council. Do you have a seat at all the right tables?
• Carbon offsets will continue to be an important element of meeting the challenge -- provided that they are credible and robust. Our feature story suggests that forestry-based offsets may be poised for a comeback. What role will offsets play in your strategy?
