Constantly Running Water
To run taps in all food serving establishement is a requirement by Health Department. This has been a requirement since time immemorial. You should see kitchens behind the big restaurants. I used to work in a Hotel/Casino Resort and I've seen this wasteful practice.
Just go to a nearby Panda Express restaurant and see the taps continuously flowing from across the food-ordering line.
I agree, this requirement has to be revisited.
