Prior to establishing The Vallina Group, Cynthia Vallina served the Executive Office of the President, Office of Management and Budget for more than 30 years as a senior program analyst for budget, management and procurement. There she provided budget and procurement expertise, often working jointly with Council on Environmental Quality (CEQ) and the Federal Energy Management Program (FEMP) to develop and implement government sustainability policy. She also supported the Office of Federal Procurement Policy (OFPP) by leading government-wide acquisition initiatives, such as performance contracting, past performance, energy efficiency and green purchasing.
She authored more than 20 executive orders on energy, environment and sustainability. She led government efforts to measure and reduce energy, petroleum, water consumption, and greenhouse gas emissions to improve accountability and increased federal compliance with laws and regulations related to sustainability. She also directed efforts at the Department of Defense U. S. Air Force Energy Office and the House Government Reform Committee during her government tenure, and served on several federal advisory committees related to energy and green buildings.
Prior to her federal career, she was a government consultant at Price Waterhouse Coopers and government affairs manager at the Professional Services Council. She started her career at the U.S. Chamber of Commerce for the Business Alliance on Government Competition.
